KEYNOTE SPEAKER
Andrew Webber
Mr. Webber is the President and CEO of the National Business Coalition of Health, Board of Directors of the National Quality Forum, the Leapfrog Group, the Bridges to Excellence organization and the Center for Information Therapy. He is a Principal of the Hospital Quality Alliance and NBCH. Mr. Webber is a member of the Ambulatory Quality Alliance and the Partnership for Value Driven Health Care, a member of the Purchaser/Business Advisory Councils for the National Committee for Quality Assurance, the Joint Commission for the Accreditation of Healthcare Organizations and the eHealth Initiative. In addition, he was ranked 48th by Modern Healthcare Magazine’s annual list of the 100 Most Powerful People in Healthcare.
Since the publication of the 2001 Institute of Medicine report titled, “Crossing the Quality Chasm”, efforts have been underway across the nation to re-design the healthcare delivery system. The IOM called upon all stakeholders to adopt a shared vision of six specific aims for improvement. These aims are built around the core need for health care to be: Safe, Timely, Effective, Efficient, Equitable and Patient Centered.

Arkansas Healthcare Activity Update
KEYNOTE SPEAKER
Joseph W. Thompson, MD, MPH
Dr. Thompson is Surgeon General of the State of Arkansas, Director of the Arkansas Center for Health Improvement (ACHI), Associate Professor at the University of Arkansas for the Medical Sciences (UAMS) Colleges of Medicine and Public Health and Chairman of the Arkansas Governor’s Roundtable on Health Care.
Over 17% of Arkansans are uninsured. We have more diabetics than most states and we have more strokes than two thirds of the country. We have dropped from 46th in 2006 to 48th in 2007 in ranking by the United Health Foundation for the overall health of our citizens. Dr. Thompson will give us insight on how we are responding to these challenges.

The Memphis Hospital Report Card, Identifying Value in Healthcare
Christie Upshaw Travis
Ms. Travis is CEO of the Memphis Business Group on Health. In that position, Ms. Travis has developed a quality measurement strategy, facilitated publication of the Memphis Health Plan Report Card and Memphis Hospital Report Card and led the roll-out of The Leapfrog Group. She is the immediate Past Chair of the Board of Directors for the Leap Frog Group and the Vice Chair of the Board of Governors of the National Business Coalition on Health.
Public Reporting of healthcare quality and costs is a reality in many parts of the country. The Memphis Business Group on Health has done an excellent job of working with all stakeholders to ensure the information is fairly reported and is something the entire community can use when making healthcare choices.

Dennis White
As Senior Vice President of Value-Based Purchasing at the National Business Coalition on Health, Mr. White is responsible for overseeing the operation of eValue8, coalition-based rollouts of the Bridges to Excellence program and Leapfrog programming. Mr. White has over thirty years of experience in healthcare in three sectors: for-profit consulting, nonprofit hospital management and coalition management.
In 1996 a group of North Carolina pharmacists, through their respective associations, came together with a group of self-insured employers, led by the City of Ashville, and developed an outcomes based chronic disease education program. This program, known as the Ashville Project, demonstrated that pharmacists could play a key role in the education and monitoring of diabetics.

In the latest attempt to motivate workers to adopt more healthful lifestyles, American employers are offering wellness coaching to employees at on-site clinics. Preventative efforts yield major returns on companies self funded plans. Overall, the goal of the clinics for employees is to improve health and health awareness through convenience and eliminating access barriers to quality care.

Refuse to Misuse
Jerry R. Custer
Executive Director for the Heartland Healthcare Coalition, Mr. Custer is the Creator of the “Refuse To Misuse” antibiotics campaign. He is also the past Chair of the Board of Governors of the National Business Coalition on Health and Product Development and Membership Committees of the NBCH.
Appropriate use of antibiotics saves lives, however, overuse or misuse build resistant strains of bacteria resulting in “super bugs”. We have had many cases of hospital and even some community based MRSA, a resistant strain of Staphylococcus in Arkansas. Employers are partnering with healthcare providers in communities to get the right information in the hands of the patients who are asking for antibiotics when they may not need them.

A. Mark Fendrick, MD
Dr. Fendrick is a Professor of Internal Medicine in the School of Medicine and of Health Management & Policy in the School of Public Health at the University of Michigan Health Systems. Since 1996, he has been co-director of the Consortium for Health Outcomes, Innovation and Cost Effectiveness Studies (CHOICES), and directs the recently established Health Services Research Core Laboratory for the University of Michigan Health System. Dr. Fendrick is the Co-Editor in Chief of the American Journal of Managed Care.
Over the last several years, conventional wisdom has said to raise deductibles to make consumers better shoppers. Does that work or do Value-based benefit designs, where some products are covered 100%, make sense?

KEYNOTE SPEAKER:
Jessica DiLorenzo
As Operations Director, Ms. DiLorenzo is responsible for developing the operational framework and the implementation of Bridges to Excellence programs. With ten years of experience in healthcare initiatives, Ms. DiLorenzo focuses on supporting Bridges to Excellence Strategies including the development and execution of using medical record data for performance assessment, expanding BTE into new regional areas and supporting PROMETHEUS Payment®. Prior to her current role with BTE, Ms. DiLorenzo was the Health Care Initiatives Team Leader for GE.
Purchasers of healthcare services have negotiated decreased compensation rates for services from physicians. Medicare continues to threaten to decrease compensation as well. Is there a better way to control the cost of healthcare? What role should insurance companies, Medicare and self-insured employers play in financing the redesign of the healthcare delivery system to bring value to all stakeholders?
