Joe Thompson, M.D.
Surgeon General of Arkansas

Dr. Thompson is the Surgeon General of the State of Arkansas. He also is the Director of the Arkansas Center for Health Improvement (ACHI) and an Associate Professor in the University of Arkansas for the Medical Sciences (UAMS) Colleges of Medicine and Public Health. Dr. Thompson also serves as Chairman of the Arkansas Governor’s Roundtable on Health Care.



Andrew Webber
President & CEO, National Business Coalition on Health (NBCH)

Mr. Webber joined the National Business Coalition on Health (NBCH) as President and CEO in June of 2003. NBCH is a national, not-for-profit, membership organization of 60 purchaser-based coalitions on health, dedicated to improving health, transforming health care, community by community. As President and CEO, Mr. Webber is responsible for overseeing all association activities including value based purchasing programs, government and external relations, educational programs, member communications and technical assistance, and research and evaluation.

Frank Johnson

Executive Director, State of Maine Benefits Division

Mr. Johnson is Executive Director of the Office of Employee Health & Benefits for the State of Maine. The Office of Employee Health & Benefits manages the group health and dental plans, the State’s Worker’s Compensation program, voluntary benefits, the employee assistance program, wellness and health improvement services.

He is responsible for managing the state employee group health plan with approximately 40,000 covered lives. Mr. Johnson serves as an ex-officio member and advisor to the State Employee Health Commission, a twenty-two member labor/management organization that serves as trustees to the group health plan. In that role, he advises the Commission on policies and strategies to improve the value of health care delivered to the plan’s members.

He is a past president and member of the executive committee of the Maine Health Management Coalition. He is a member of the board of directors of the Leapfrog Group. Mr. Johnson was appointed by the Governor to serve as a large employer representative on the Maine Quality Forum Advisory Council.

He has a long career is Maine state government with the Department of Labor, the Department of Personnel and the Department of Administrative & Financial Services. He has served in his current position since 1996.

Mr. Johnson graduated from the University of Maine in political science and the Harvard University, JFK School of Government, Program for Senior Executives in State and Local Government.



Namvar Zohoori
Chronic Disease Director, AR Department of Health

Dr. Zohoori is Chronic Disease Director, and Associate Director for Science in the Center for Health Advancement, Arkansas Department of Health, as well as Associate Professor in th eEpidemiology Department at the University of Arkansas for Medical Sciences - Faye W. Boozman College of Public Health. He earned his Medical (M.D.) degree from the University of the West Indies in Jamaica and his Master's in Public Health (MPH) from Johns Hopkins University. He also holds a Ph.D. in Nutrition and Epidemiology from the University of North Carolina at Chapel Hill.

He joined the Department in 2004, having worked previously in the areas of public health, nutritional epidemiology, aging and chronic diseases in Russia, China, the Philippines, Jamaica and the US. In his current position as the Chronic Disease Director, he is responsible for administering programs in Comprehensive Cancer, Heart Disease and Stroke, Diabetes, and Obeesity, and is particularly interested in integrating program elements to increase the reach and efficiency of our limited resources in Arkansas



Jake Glover
Director of Health & Wellness Initiatives, AHIP

Serving as AHIP's Director of Health and Wellness Initiatives, Jake Glover brings years of experience in developing and implementing federally funded community health initiatives, including the Grundy Center Iowa Polar Scholar Program, which is garnering national attention for its role in the dramatic turnaround in childhood obesity outcomes. In addition, his wellness and fitness based programs have been used by employers across 10 states including multiple Fortune 50 companies.


William Molmen
Integrated Benefits Institute

Bill Molmen’s involvement in employment benefit issues spans 36 years. Bill is co-founder and General Counsel of the Integrated Benefits Institute (IBI), a San Francisco-based, national, nonprofit research and education organization established in 1995. At IBI, Mr. Molmen directs the forum, information and communication functions and is involved in the analysis, writing and presentation of IBI research, measurement and benchmarking results.

IBI provides employers and their supplier partners with resources for proving the business value of health. Among IBI’s programs are health and productivity measurement tools and databases, absence and lost-productivity benchmarks, research and analysis, and a discussion and education forum. IBI’s 400+ members are employers and their suppliers interested in the link of health to productivity, absence and disability.

Prior to the formation of IBI, Mr. Molmen was General Counsel for eight years to the California Workers’ Compensation Institute where he was heavily involved in workers’ compensation research, analysis, education and public policy development. Until 1986, Bill managed workers’ compensation issues for the American Insurance Association.

Mr. Molmen has a law degree from the University of California at Berkeley’s Boalt Hall and a Phi Beta Kappa undergraduate degree in economics from U.C. Berkeley. He is a member of the California State Bar, father of two college students, an enthusiastic tenor with San Francisco Bay Area performing groups and an active volunteer in local community programs.
